If I'm not very much mistaken, the cover illustration on Phantoms #1 also appears on the Coronet paperback edition of Peter Haining's black magic anthology, The Necromancers.

I'm thinking that picture is from a painting by Austin Osman Spare but I could be getting confused again...

It is Austin Osman Spare - a piece sometimes referred to as "The Elemental" although the proper title is apparently "The Vampires Are Coming"!

It also graced the cover of the first issue of Man, Myth and Magic - "An illustrated encyclopedia of the supernatural published weekly every Thursday by Purnell".
The picture is part of Kenneth Grant's collection, I'm told.
